CMS Panhandle Companies Wins Safety Achievement Award

HOUSTON, April 29, 2003 - CMS Energy Corporation (NYSE:CMS) today announced that its CMS Panhandle Companies natural gas pipeline unit earned the American Gas Association's Safety Achievement Award for 2002.

CMS Panhandle received the award because it achieved the lowest injury rate among the nation's large-sized transmission companies in the year 2002. The company also has won the award in two of the last three years.

"The award is the result of the company's and our employee's commitment to safety," said Jeryl Mohn, senior vice president. "Panhandle Companies' goal is to provide a safe working environment for our employees and to operate a safe pipeline for the public. This award is a direct result of our employees' leadership in making safety an integral part of everything we do."

Panhandle Companies 1,150 employees had only two personal injury accident that resulted in an employee staying off the job in 2002. The company logged over 2.3 million hours of employees working safely last year.

To reinforce its commitment to being a safety leader in the pipeline industry, Panhandle Companies renewed its focus to increase safety leadership 4 years ago by significantly changing the approach to employee health and safety. Under the new approach, Panhandle formed a Safety Advisory Team comprised of a cross-section of employees who identified 10 values that govern the way employees and the company must function in order to be accident free. These values include demonstrating an intolerance of at-risk behavior, making safety a part of every job, expecting the same safety performance from contractors and emphasizing the importance of personal wellness. The Safety Value program provided the foundation for each employee at the company's 50 locations to personalize their commitment to improve the safety process.

In 2002, Bill Robins, Panhandle's manager of safety, delivered a custom-designed program entitled "Speak Up" to emphasize the value regarding safety feedback between employees. "Our employees are demonstrating a tremendous capability to give and receive constructive feedback to prevent incidents," Robins said. This development is continuing in 2003 with reinforcement of this value through an enhancement of "Speak Up" entitled "Speak Up/Listen Up."

"An annual evaluation process at each of Panhandle's work locations provides employees with the opportunity to personalize safety and improve it through individual commitment," Mohn said. "I'm very proud of our employees' accomplishment and their constant desire to improve."

CMS Panhandle Companies, which includes CMS Panhandle Eastern Pipe Line Company, CMS Trunkline Gas Company, CMS Trunkline LNG Company and CMS Sea Robin Pipeline Company, operates almost 10,500 miles of mainline natural gas pipeline extending from the Gulf of Mexico to the Midwest and Canada. These pipelines access the major natural gas supply regions of the Louisiana and Texas Gulf Coasts as well as the Midcontinent and Rocky Mountains. The pipelines have a combined peak day delivery capacity of 5.4 billion cubic feet per day, 88 billion cubic feet of underground storage facilities and 6.3 billion cubic feet of above ground liquid storage facilities. CMS Energy announced the sale of the Panhandle Companies to Southern Union Company in December 2002. The sale is pending regulatory approval.
