Q: What is the timeline for submitting biddable offers?
A: Offers must be posted by 12:00 P.M. CCT (Central Clock Time) on a business day.
If the release term is one year or less, the minimum open season is one hour from 12:00 P.M. to 1:00 P.M. on a business day.
If the release term is for a period longer than one year, the minimum open season is four business days.
Q: What is the timeline for submitting bids on biddable offers?
A: On all biddable offers, bid periods end at 1:00 P.M. CCT on a business day.
Q: When will the Offer be awarded?
A: On all biddable offers, award will be posted no later than 2:00 P.M. CCT on a business day if no Match required. Award will be posted no later than 3:00 P.M. CCT on a business day if Match required.
Q: How do I determine if a release may be non-biddable or if it must be biddable?
A: Prearranged releases for thirty-one days or less may be non-biddable subject to 28 days rollover rules.
Prearranged releases that are asset management arrangements (AMAs) are exempt from bidding.
Prearranged releases to shippers participating in state-regulated retail access programs are exempt from bidding.
Prearranged releases at maximum tariff rate and with a term greater than one year are non-biddable.
Q: When can the rate on a capacity release transaction exceed maximum tariff rate?
A: The rate on capacity release transactions with a term of one year or less may exceed maximum tariff rate.
Q: Will the pre-arranged shipper receive an e-mail when the capacity is awarded?
A: No, pre-arranged shipper must go to the Award screen and either retrieve by Award or Offer number.
Q: Can another bidder see another bidders bid rate?
A: Yes, as long as the Bid is in Posted status; highlight the bid which opens up the Rate Tab.
Q: Can a non-primary point be released?
A: Yes, but it will have secondary scheduling rights.
